The domain name. E.g. www.example.co.uk or www.example.com. The cost varies depending on what type domain you want - UK based domains (such as .co.uk and .org.uk) are cheaper than international domains (such as .com and .org). More exotic domains such as .tv or .co can be quite pricey.
The hosting. To make your web site available 24/7 you need to rent space on a server permanently connected to the internet. I am able to offer a hosting package with unlimited web space, unlimited email accounts, unlimited bandwidth and just about everything you will ever need for your web site at no extra expense.
The build. The actual man hours taken to build a standard html site (like this one).

HOME page - basic information and a couple of photos to grab the attention and get your visitor to investigate further.
INFO/ABOUT page - more specific information about who you are and what you do.
CONTACT page - vital! Apart from a fill-in contact form a postal address and telephone number should be available (EU regulations and good practice to promote confidence in your visitors).
TERMS page - boring legal stuff to satisfy the EU and UK (I have a standard page all set up, I just need to change the name of the web site.

Links to any relevant social media sites (e.g. Facebook, Twitter etc.)
Not essential but useful (can be added at a later date).
REFERENCES/RECOMMENDATIONS page - where people say nice things about you. Like the comments in a guest book.
LINKS page - a small selection of links to relevant other web sites (useful for improving your ratings in the search engines).
PHOTOS page - depending on the site a few photos might be appropriate.
BASIC SHOP - if you have a small selection of items (up to 15 items) that you sell on a regular basis I can include a Paypal based shop for you.

For most people a "local" .co.uk is sufficient but others may want go "international" with a .com or a more exotic/specialised domain name such as .tv.
